The UK is still around a decade away from a fully completed smart metering system capable of underpinning a truly flexible, low carbon energy system. While progress continues, current trajectories suggest that completion alone will not be sufficient in time to fully support Net Zero ambitions without further acceleration.

 

Installation rates are currently running below expectations, with the market operating around 1 million units per year lower than anticipated. This shortfall is placing pressure on the supply chain, which has already led to some manufacturers exiting the UK market. At present, only a small number of suppliers remain active in the domestic smart electricity meter market. 

This reflects wider structural challenges in the sector. Smart meters for Great Britain are highly complex, bespoke products, but are often procured within a highly cost competitive environment. This combination is creating sustained pressure on manufacturers, contributing to reduced market participation and long-term supply chain concerns. 

Based on current installation rates, completion of the rollout could take several more years beyond initial expectations. When factoring in the need to replace SMETS1 devices to ensure compatibility with future communications upgrades such as 4G, the timeline for a fully robust and future ready system extends further still. 

This delay has wider implications. As more parts of the energy system become dependent on smart metering infrastructure, including smart heating, electrified transport, and flexible demand management, slower deployment risks constraining the pace of wider energy system transformation. 

The current rate of installation is also falling at a time when expectations of smart meters are increasing. Energy suppliers, network operators and technology providers are all relying on a fully functioning rollout to support improved system visibility and consumer engagement in energy flexibility. 

As the sector moves forward, the challenge will be not only to complete the rollout, but to ensure the market remains sustainable, resilient and capable of supporting the next phase of the UK’s energy transition.
